Constellation Inc. had a visible and active presence at FITGovDATA: Accelerating Mission AI & Quantum, hosted by the Government Technology & Services Coalition (GTSC) in Arlington, VA, on September 23, 2026. The event convened government and industry leaders to examine how artificial intelligence, quantum technologies, data, and other emerging capabilities are shaping the future of federal missions. Members of the Constellation team participated throughout the event, engaging with federal and industry leaders on emerging technologies, government priorities, and the practical application of innovation across federal missions.
Finding the Quantum Advantage
A central part of Constellation’s presence at FITGovDATA was President & CEO Sumeet Luthra’s role as moderator of the panel, “Finding the Quantum Advantage: Which Government Problems Are Actually Ready?”
The panel featured Dr. Ed Mays, Deputy Assistant Commissioner for Infrastructure and Support Services and Chief Enterprise Infrastructure Officer at U.S. Customs and Border Protection, and Esther Han, Deputy Quantum Lead at Deloitte.
With Sumeet guiding the conversation, the panel focused on a practical question facing federal agencies: where can quantum technologies provide meaningful mission value, and where are established classical computing approaches better suited?
The discussion explored how agencies can identify credible quantum use cases, distinguish them from problems that can be addressed more effectively with existing technologies, and evaluate emerging capabilities against clearly defined operational requirements and desired outcomes. The conversation reinforced an important principle: innovation should begin with the mission need, not the technology.
Constellation’s Perspective on Emerging Technology
Constellation takes a mission-first approach to emerging technology. We combine mission-focused teams with capabilities including artificial intelligence, machine learning, advanced data analytics, automation, and quantum technologies to help federal organizations improve decision-making, strengthen operations, and prepare for evolving requirements.
For Constellation, innovation is not technology for technology’s sake. It is technology applied to a clearly defined mission need, with a focus on practical value, measurable outcomes, and sustainable mission impact.
As a CMMI Level 3 appraised and ISO-certified federal contractor, Constellation brings disciplined processes, operational experience, and a deep understanding of complex federal environments to its work. Forums such as FITGovDATA provide an opportunity to contribute to the broader conversation around emerging technology while exchanging perspectives with government and industry leaders.
From mission support to mission transformation, Constellation remains focused on delivering operational excellence today while helping federal customers build the technological advantage needed for tomorrow’s mission.
With Appreciation
Constellation extends its sincere thanks to Dr. Ed Mays for sharing his experience and perspective and for his valuable contributions to the panel discussion. We also appreciate Esther Han for bringing her expertise and insights to the conversation.
More broadly, we are grateful to the government leaders and public servants who contributed their time and perspectives throughout FITGovDATA. We deeply value their commitment to public service, their leadership in advancing government missions, and the work they do every day to strengthen our nation’s security and keep our communities safe.
